Yes, the call to your correspondent might not have gone through, but a call to your phone was made. You are charged only for the call to your phone. Bear in mind, though, that statistics have shown that 70-80% of all calls made with your mobile operator end up on voicemail for which most operators will charge you a full minute even if you immediately end the call.
